What this page is

Convicted in a public proceeding.

This page records only the legal facts of a public proceeding, each with its own source. It contains no addresses, contact details, family information or speculation, by policy, see the editorial policy. Last reviewed 2026-10-24.

  1. Tilong co-owned Fiango Home Healthcare Inc. with his wife, Marie Neba, and pleaded guilty to conspiracy to commit health care fraud, health care fraud, conspiracy to pay and receive kickbacks, payment and receipt of kickbacks, and conspiracy to launder monetary instruments, over a scheme that submitted more than $13 million in false Medicare claims for home health care from February 2006 through June 2015. source
  2. Tilong separately pleaded guilty in June 2017 to two counts of filing fraudulent tax returns, tied to about $344,452 in unpaid tax. source
  3. Tilong removed his ankle monitor and did not appear for his October 13, 2017 sentencing; a judge sentenced him in absentia on December 8, 2017 to 80 years in federal prison. source
  4. Cameroonian police arrested Tilong in January 2019. In September 2021, Cameroonian President Paul Biya signed a decree ordering his removal, and US Marshals escorted him from Cameroon to Houston on December 10, 2021, in what is described as the first extradition of a fugitive from Cameroon to the United States. source
  5. Tilong used a second company, Quality Therapy Services, to deduct about $1 million in payments from Fiango for services it never provided. source

Ebong Tilong’s case is on this site because it shows that fleeing a sentencing hearing does not stop the sentence, and that even an unusual, years-long international fugitive case eventually resolves through ordinary extradition law. He is also one of the few figures on this site shown using a second company purely to move money, not to bill anyone, a laundering step distinct from the underlying health care fraud itself.

Tilong was convicted by his own guilty plea in the health care fraud case and in the separate tax case. The facts above are drawn entirely from those guilty pleas and the sentence a federal judge imposed, not from an unproven allegation.
