Reporting a scam in Cambodia
First hour, in order
- Call your bank. Contact your bank or e-wallet provider immediately, then call the National Bank of Cambodia's consumer hotline (085 600 002, Phnom Penh head office) if it isn't resolved.
- Stop paying. No fee, tax or "release payment" ever unlocks money that does not exist.
- Screenshot everything before you delete an app, block a number or close an account.
- Then report using the routes below. Reporting is slower than the bank call, and less urgent, but it is what produces enforcement.
Cambodia’s National Police run an online portal, “Hotline Scam Reporting 24/7,” for reporting investment scams (including pig-butchering), business email compromise, illegal loans, social-media fraud, phone spoofing, and banking scams. It’s overseen by the Ministry of Interior’s Anti-Cybercrime Department, but the form itself is in Khmer, asks for a selfie alongside an ID photo, and warns that complainants may be asked to appear in person; it is built primarily for people reporting from inside Cambodia, not for a remote victim abroad.
For fraud delivered by phone, SMS, or messaging apps: Telegram impersonation scams and fake-prize messages are common complaints, the Telecommunication Regulator of Cambodia (TRC) takes reports on its hotline, 6789, or by email. TRC’s own published short-code directory also lists a dedicated line for a government “Ad-Hoc Committee for Combating Tech Scams” (1246/1247), alongside the general police emergency number, 117. If money moved through a Cambodian bank or e-wallet, contact that institution first, then the National Bank of Cambodia’s consumer hotline. Before sending money into any Cambodia-based investment scheme, check it against the Securities and Exchange Regulator of Cambodia’s licensing records: SERC has repeatedly warned that unlicensed groups are raising money on social media with promises of high returns.
One honest caveat: Cambodia is also, by a wide margin, one of the source countries for the pig-butchering and romance-investment scams documented elsewhere on this site (see the Prince Group case), run out of forced-labour compounds that target victims worldwide. Cambodia’s own consumer-fraud reporting system is built mainly for domestic complainants, not for the foreign victims those compounds target. If a scam reached you from Cambodia but you live elsewhere, report it through your own country’s fraud-reporting channel as well, the Cambodian contacts above are the right place to flag it locally, but they are not a substitute for reporting at home.

What not to do
- Do not pay anyone to recover your money. No legitimate service charges an up-front fee to get stolen funds back, and people who have just been scammed are the primary market for recovery scams.
- Do not use contact details the scammer gave you, not the phone number, not the "support" chat, not a link in a message. Look the agency up yourself.
- Do not delete the evidence. Apps, chats, wallet addresses and transaction IDs are what make a report actionable.
- Do not send one more payment. This is where most of the largest losses happen.
