Fact #119 TacticsEnforcement

$60,458collected from FEMA by claiming two wildfires 2,600 miles apart

Two Honolulu residents falsely claimed to have lived through both the 2023 Lahaina wildfire and the 2025 Pacific Palisades wildfire, collecting $60,458 in FEMA aid before being sentenced.

Daylyn Harris claimed Lahaina losses while Chelsea Johnson posed as his landlord, then Johnson separately claimed to be a Pacific Palisades survivor herself. Both pleaded guilty to conspiracy to commit wire fraud; Harris also pleaded guilty to obstruction after submitting fabricated flight records.
